Tervisekassa

When a doctor opens a certificate of incapacity for work (töövõimetusleht), Begin can put the absence on the schedule by itself, and send the employer’s part back without anybody signing in to eesti.ee. One step happens outside Begin, and it is the step this page is about. A board member of your company grants Begin the right to act for you on eesti.ee. Nobody else can do it, and Begin cannot do it for you.

What colleagues see

An absence that arrives from Tervisekassa goes on the schedule the same way a sick leave somebody typed in by hand does. It shows under the absence type you map the certificate to on the Absence mappings tab — for most companies that is your sick-leave type — and everyone who may read that schedule reads it there. The absence’s history also says it came from Tervisekassa, so a reader learns the absence is certified by a doctor rather than claimed by the person. The certificate behind it is not on the schedule. Its type, the reason Tervisekassa gives for it, and its number are readable only by people who may manage integrations. No diagnosis is fetched, sent or stored — Tervisekassa does not give one. So the integration shows colleagues nothing a hand-entered sick leave does not already show them. What it changes is how often: absences now appear by themselves, for everyone, without anybody deciding case by case. Decide before you connect whether that suits your company, and pick the mapped absence type with it in mind.

The five steps

Open Settings → Integrations → Tervisekassa → Setup. The checklist there tracks the same five steps, and says which one is outstanding — useful because the setup usually passes between two people over a few days.

1. Your company registry code. Set it in Settings → Workspace. Every request to Tervisekassa names the employer it is for, so nothing works without it.
2. The mandate on eesti.ee. A board member grants it. This page covers it below.
3. The connection. Switch it on at the top of the Tervisekassa page.
4. The first answer. Begin checks Tervisekassa regularly. The first answer marks the connection live; Check now asks immediately.
5. The certificate types. On the Absence mappings tab, choose which absence each kind of certificate becomes. Until you do, a certificate arrives in Begin but never reaches a schedule.

Steps 2 and 5 are the two that get forgotten. Step 2 needs a person who may not use Begin; step 5 fails quietly.

Granting the mandate on eesti.ee

The mandate has to be granted by someone entitled to represent the company — in practice, a board member.

1. Sign in to eesti.ee and open Volitused (Mandates).
2. Grant the mandate to Begin OÜ, registry code 12100876.
3. Choose the scope Tervisekassa alamplokk → Tööandja X-tee teenused.

Those three values are on the Setup tab too, spelled exactly as eesti.ee spells them. Copy them from there rather than retyping — the scope in particular is the string you will search the eesti.ee menu for. When it is done, press Mark the mandate as granted on the Setup tab. That records who confirmed it and when. If the connection is already switched on, it also asks Tervisekassa straight away instead of waiting for the next hourly check.

What “Connected” means, and what it does not

Connected means Tervisekassa answered Begin. It does not mean the mandate is in place. Tervisekassa replies to an employer whose certificates nobody may read in exactly the same way it replies to an employer who simply has none: an empty list, and a successful response. The two are indistinguishable, so Begin never claims to have checked the mandate. That is why the Setup tab asks somebody to confirm it by hand. The practical consequence: a company with a working connection and no mandate looks the same as a healthy company with nobody off sick — until the first real certificate fails to arrive. If you have granted the mandate, mark it; if certificates you expect are not appearing, the mandate is the first thing to re-check.

When something is wrong

The status badge and the Setup checklist say which half of the connection is at fault. A mandate can be withdrawn on eesti.ee at any time, without warning to Begin. The Setup tab keeps the eesti.ee steps readable while the connection works for exactly that reason.

After the setup

• Sick leaves appear on the schedule shortly after a doctor opens the certificate. An open-ended one shows as ongoing and extends itself with each check.
• When a doctor closes a certificate, it moves to Certificates waiting for the employer’s part. Tervisekassa allows seven days from that point, and Begin reminds you through the inbox.
• Sending the employer’s part needs the sender’s personal identification code on their Begin profile. Tervisekassa has required it since September 2025, and Begin refuses to send without one rather than spending a submission to be told so.

Begin queries Tervisekassa on your behalf as a data-service intermediary on X-tee. The intermediation procedure says on what basis it does that, who in your workspace may use the services, and how the logs are kept.
